As part of the project, a Conformity Assessment
Board is set up to form a consultation mechanism on conformity
assessment.
The Board is expected to form part of the sustainable infrastructure
left by the project and should be organised along the lines
of similar organisations in the Member States.
The responsibilities of the Conformity Assessment
Board are to:
• Discuss conformity assessment issues relevant to the Turkish
situation,
• Set up Working Groups covering, for example,
different directives encouraging a wider set of players with
interests in particular sectors to work together,
• Be consulted on project's annual Work Programmes,
• Publicise the programme to its membership
using materials developed by the Expertise Centre.
STRUCTURE OF THE BOARD
The members of the
Conformity Assessment Board are equally divided between
public and private sector and represent a selection of stakeholders
including government, conformity assessment practitioners,
trade and professional associations and academic institutions,
economic operators, consumers, and more generally any entity
having an interest in conformity assessment.
The Conformity Assessment Board is made up
of a General Assembly, a Council, Technical Committees in
different sectors and a Secretariat.
The General Assembly is the highest level of
power and decision of the Board. Being the governing entity,
the General Assembly vests all powers necessary for achieving
the aims of the Board.
The General Assembly has the tasks of:
• Identifying key policy issues and deciding priorities for
the work of the Conformity Assessment Board;
• Approving the annual accounts relating to the previous year
presented by the Council as well as confirming or eventually
amending the budget for the current year and approving the
budget for the following year;
• Steering the business of the Board linking with other Forum
committees and working groups;
• Defining the composition of the Council.
The Council is the executive
body of the Assembly and composed of totally from 9 members.
The Council is responsible of co-ordinating
actions where appropriate and monitoring progress on the development
of the Turkish quality infrastructure:
• Ensuring that all interested parties are properly involved
and consulted in the conformity assessment processes;
• Ensuring the coherent and transparent application
of principles and processes in the fields of conformity assessment
and promoting their proper development in accordance with
the provisions of these Terms of Reference,
• Ensuring the collection, circulation and
publication of information relating to the activities of the
Conformity Assessment Board;
The Technical Committees are formed by experts recognized
by the related national conformity assessment institutions.
If and when more specific expertise is required other related
institutions can be contacted.
The Technical Committees:
• Provide advice for the implementation of
basic technical Instruments such as the EN 29000 and 45000
series, ISO 9000 and 17000 series, with a view to facilitating
their coherent application;
• Contribute technical expertise in specialised
questions of a horizontal nature;
• Maintaining dialogue with similar organisations
in other countries and regions, with a view to reaching an
appropriate state of co-ordination at the international level.
The Secretariat is ensured by the Expertise
Centre.
The Board Secretariat prepares the Board
correspondences, the Agenda and Meeting Minutes of the General
Assembly and the Council meetings with close supervision of
the Board Chairman and ensures the printing, publication and
dissemination tasks of the Board.
