7.10    Annex 10: Statistics on TSE testing activities

TSE continuously plays an dominating role and presents a large total number of test reports, although decreasing over the last years as a result of the removal of mandatory standards.

Statistics on test reports from the major TSE laboratories in Ankara and Gebze have been analysed and demonstrated in the diagrams below:

Ø      The number of reports in electrical, electronics and mechanical testing have gradually decreased over the last two years. These product areas were dominated by test on imported goods and the declining statistics fully reflects an increase in tests on imported goods. The Ankara Mechanical laboratory was closed from July 2006.

Ø      The number of reports in construction materials testing has rapidly decreased during 2006. This reflects the removal of mandatory testing of products under CPD, Construction products directive. The implementation of a new mandatory certification mark, the G-mark, for construction materials may influence future testing.

Ø      The number of reports in chemical testing has as well rapidly decreased during 2006, reflecting removal of mandatory standards under the Turkish Import regime.

7.11    Annex 11: TSE Product Certification

TSE maintains its dominant position in product certification and its size of business although most certification has turned voluntary. In the process of change from mandatory standards to the EU principle of voluntary standards TSE Product Certification Center is developing its product certification in a European direction.

TSE still offers a variety of product certifications, both the voluntary and regulated fields, as listed below. 

TSE offers the following types (nr 1, 5, and 6 not active) of certificates in the voluntary field:

1.       Testing Certificate

2.       CB Testing Certificate (CB is a Global scheme under IEC giving access to national marks)

3.       CCA NTR Certificate (CCA=CENELEC Certification Agreement, NTR=Notification of Test Result) (CCA is a European scheme giving access to national marks)

4.       Report on Approved Type of Vehicle parts or Measuring instrument à MIT approval

5.       EMC, Electromagnetic Compatibility Certificate and Mark…….… EMU ◄► TSE ◄►EMC

6.       Safety Certificate and Mark …………………………………………...…………… S◄TSE►G

7.       Certificate of Conformity to Standards (Product standard + ISO 9000 are required.)

a. Certificate of Conformity to Turkish Standards (TSE Mark)

b. Ex Quality Conformity Certificate (TSE-Ex Mark) (Mark for equipment for use in Explosive Atmosphere)

8.       Keymark Certificate (European scheme under CEN and CENELEC for a common mark)

9.       HAR Licence to use Harmonized Marking (European scheme for cables and cords. The HAR mark is directly recognised in all European countries.) ……………… TSE◄HAR►

10.   Quality Conformity Certificate (TSEK MARK) (No new certifications are issued to this system, only applies to old certificates.) 

11.   Certificate of Unit Verification (Single unit certification)

12.   Service Place Adequacy Certificate (Certificate to service rendering business units after assessment of conformity to relevant standards.)

13.   Laboratory Certificate for Subcontractor Laboratories (For laboratories that are subcontractors to TSE after assessment to ISO 17025.)

TSE has made a survey on the certification schemes in the EU countries as a guide in reviewing and developing the TSE schemes. The review of TSE certification schemes may show to introduce several changes in the list above. It is TSE’s goal to make its schemes one-to-one matched the European ones. The new law will allow such development.

TSE offers the following types of certificates in the regulated field:

Ø      Certificate of Conformity to Technical Regulations (This is meant as the base for manufacturers’ CE-marking of products.)

Ø      EC Certificate

This field is subdivided in three areas based on the Law No 4703:

Ø      Technical regulations adopted from EU New Approach directives (EU Directives requiring CE-marking are referred to as a regulated field.)

Ø      Technical regulations adopted from EU Old Approach directives

Ø      Turkish National Technical regulations

TSE has been accredited from TÜRKAK for system certification since 2001. TSE issued 65 of the first 100 management system certificates to big companies in Turkey and have since then developed to offering certification to a variety of standards as follows:
