ABOUT THE PROJECT

The aim of the project is to assist the National Turkish Standard Institution to set up a national system equivalent to those of EU Standard Institutes by several means.

The project is run by the Consortium of AFNOR / AENOR / DIN / ON since 28th January 2005 until 28th July 2007.

This consortium meets all the required areas of expertise. AFNOR, AENOR, DIN and ON are four of the major national standards bodies in Europe, who together provide more than 50% of the technical expertise iDIDn the European standardization system, and some 25% of the technical expertise in the international standardization system.

Work Component 1: Standardization Legislation

- Modification of the Standardization Regulation and relating documents;
- Report on the new statute of TSE.

- Issue of quality system documentation and procedures relating to standardization activities;
- TSE internal regulations developed;
- The national procedures are in line with the European procedures.

Work Component 3: Structure of TSE including committee structure

Results to be achieved (outputs)

- Two or three mirror committees with newly functioning rules are operational;
- Two or three new ISO TC or SC secretariats and one or two CEN TC secretariats are held by TSE.

Results to be achieved (outputs)

Publication of a strategic document (Business Plan), easily understood, which will be used for promoting standardization activities - not only by TSE but also by other interested parties.

Work Component 5: CEN/CENELEC membership

Results to be achieved (outputs)

- The national procedures are in line with the European procedures;
- The Turkish standardisation system is compatible with those of similar EU organisations;
- Audit manual (application file) submitted for CEN/CENELEC full membership;
- TSE is operating in accordance with European practices and has been accepted as full member of CEN and CENELEC.

Action 2 : Review of TSE’s present situation in the context of full CEN/CENELEC membership – 2nd seminar to be performed after a period defined in the inception report as appropriate for the completion of the corrective tasks (Completed - See the Third Progress Report)

Action 3 : Training in preparation for the audit – 3rd seminar (In progress)

Work Component 6: Implementation of the 98/34/EC directive

Results to be achieved (outputs)

- A fully operational structure regarding the implementation of the standards part of the 98/34/EC Directive is in place.
- Notification procedure in place;
- Report on the structure developed for implementation;
- Number of databases in operation.

Work Component 7: Generic training/training of trainers

Results to be achieved (outputs)

- All members of TSE’s technical staff are trained in European procedures;
- A small team of TSE staff and some selected external consultants are able to work independently and train their colleagues
